How It Works

The first part of our HM183 registered inspector workshop is a classroom training that covers both function-specific and hazardous materials employee training in Parts 180 and 172.704, required by the USDOT Hazardous Materials Regulations. The training then moves to a one-day, hands-on test performed at a designated cargo tank facility or in a virtual reality setting.

CSA B620:20 Periodic Inspection: TC 341 External Inspection, Leakage Testing, and the Vacuum Alternative

10 hours

Instructor-led

CSA B620:20 sets how a highway tank used to transport dangerous goods in Canada is designed, manufactured, marked, tested, inspected, and maintained, and its Clause 7 carries the periodic inspection and test regime that keeps a tank in service. This instructor-led course puts an inspector in front of a TC 341, the Canadian specification for highway tanks carrying nonflammable refrigerated liquefied gases, and works the activities that decide whether that tank stays in service: the external inspection, the leakage test that Clause 7.1.2 brings to this specification by event rather than by calendar, the report and marking requirements in Clause 7.3 and Clause 7.4, and the Annex C vacuum alternative an owner may adopt in place of the Table 7.2 internal inspection and retest. You will learn what a TC 341 actually is, what its metal identification plate tells you, what a double wall and a vacuum annulus add to the job, what Clause 8.1.6 asks of the person doing the work, and how the Canadian regime lines up against the 49 CFR Part 180 work a United States Registered Inspector already does.

Cargo Tank FAQs

What is a cargo tank?

A cargo tank is bulk packaging intended mainly for the carriage of liquids, gases, solids, or semi-solids. Tanks used to transport hazardous materials must be an authorized package that conforms to the applicable requirements in the HMR. Specification cargo tanks include the MC306, MC307, MC312, DOT406, DOT407, DOT412, and the MC330/331.

What is a Design Certifying Engineer (DCE)?

A Design Certifying Engineer is an individual registered with the Department of Transportation who has the knowledge and ability to perform stress analysis of pressure vessels and determine whether a cargo tank design and construction meet the applicable DOT specifications, as defined in 171.8 of the HMR.

How do you become a Registered Inspector?

Registered Inspectors perform testing and inspections for DOT specification cargo tanks as prescribed in Parts 180.409 and 171.8. Requirements include a High School Diploma or GED plus three years of actual work experience relating to DOT specification testing and inspection of cargo tanks, with reduced experience for those holding an engineering degree.

What is a cargo tank facility?

A cargo tank facility is any location that manufactures, assembles, inspects, tests, certifies, repairs, or maintains cargo tanks or cargo tank motor vehicles. Facilities that perform these functions on DOT specification cargo tanks must be registered with the Department of Transportation, and a Registered Inspector must oversee the required inspections and tests.

What are the minimum penalties for cargo tank violations?

Civil penalties for violating the Hazardous Materials Regulations are significant. A person who knowingly violates the HMR may be liable for a civil penalty with a statutory minimum for training-related violations and a maximum that can exceed six figures per violation, per day, with higher maximums when a violation results in death, serious illness, or severe injury. Because these amounts are adjusted for inflation, confirm current figures against the PHMSA civil penalty schedule.

What tests are required for cargo tank inspection?

DOT specification cargo tanks require periodic tests and inspections as prescribed in Part 180.407. Depending on the tank specification and its service, these include the External Visual Inspection, Internal Visual Inspection, Lining Inspection, Leakage Test, Pressure Test (hydrostatic or pneumatic), and Thickness Test, plus the EPA Method 27 test where applicable. Each test carries its own required frequency.

What markings are required on a cargo tank?

Every DOT specification cargo tank must display a corrosion-resistant specification plate and, where required, a nameplate. These carry the cargo tank specification, the registered manufacturer's symbol, the design and test pressures, the material of construction, the date and type of the most recent tests and inspections, and the Registered Inspector's or facility's registration number, as required by Parts 178 and 180.
